Check for updates more frequently when "Out For Delivery", "On Fedex Vehicle For Delivery", or similar
I'm guessing you go out and check every hour normally? Have your service check every half hour when it is in the delivery step or something like that.
If you wanted to be super fancy, store a database of average times between Local Facilities and the delivery location, then when it nears that average time check every 15 minutes.
